Shocking Allegations Rock Portuguese Law Enforcement
Lisbon, Portugal — Two police officers in Lisbon have been indicted on serious criminal charges for allegedly subjecting homeless people and migrants to torture and other violent acts, officials confirmed Friday. The charges also include accusations that the officers circulated images of their misconduct in private online chats, intensifying public concern and sparking wider investigations into police conduct.
The officers, both in their 20s and detained since their arrest in July, remain in custody as the legal process unfolds. Prosecutors have charged them with torture, abuse of authority and cruelty, and one faces additional counts including rape, robbery and forgery, according to court documents.
Accounts Describe Targeting Vulnerable Groups
According to the indictment, the officers allegedly selected victims from among those least able to defend themselves — including people experiencing homelessness and migrants with limited resources. In one reported instance, the two officers are said to have beaten an individual of Moroccan origin inside a police station, forcing him to perform degrading acts while shouting taunts in English.
Authorities describe these actions as systematic violence against vulnerable members of society, underscoring the severity of the alleged abuses.
Government Response and Wider Inquiry
Portugal’s Interior Ministry expressed deep regret over the alleged behavior, emphasizing that such actions violate citizens’ rights and do not reflect the standards expected of law enforcement professionals. A separate internal investigation has been launched to determine whether other officers may have been involved or aware of the misconduct.
Human rights defenders have denounced the sharing of violent images and messages as a sign of impunity and disregard for basic dignity among certain officers — while welcoming the legal action taken so far.
