China Unveils Draft Law to Combat AI-Powered Cyberbullying
China has introduced a draft anti-cyberbullying law aimed at strengthening protections against online harassment, with a major focus on abuse carried out using artificial intelligence. The proposal reflects the country’s growing efforts to address digital threats as AI tools become more widely available.
The draft legislation was released for public consultation by China’s cyberspace regulator and seeks feedback before it moves forward in the legislative process. Authorities say the law is designed to protect individuals and organizations from harmful online behavior while improving accountability across digital platforms.
AI-Generated Abuse and Deepfakes Under Greater Scrutiny
One of the most notable features of the proposed law is its inclusion of AI-enabled cyberbullying. The draft targets the misuse of artificial intelligence to create or spread abusive content, including manipulated images, videos, voice recordings, and other synthetic media that can be used to harass or damage a person’s reputation.
The proposal comes as AI-generated content becomes increasingly sophisticated, raising concerns about deepfakes, identity misuse, misinformation, and coordinated online attacks. Chinese regulators have recently expanded AI governance through multiple policies focused on responsible technology use and digital safety.
Stronger Responsibilities for Online Platforms
Under the draft law, internet platforms would be expected to take quicker action against cyberbullying by improving content moderation, handling user complaints efficiently, preserving evidence when necessary, and cooperating with authorities during investigations.
The proposal also encourages stronger preventive measures to reduce online abuse before it spreads, while aiming to create a safer digital environment for internet users. Public comments on the draft are being accepted before officials consider the next stage of the legislative process.
