Russia Files Terrorism Charges Against Telegram Founder
Russian authorities have formally charged Telegram founder Pavel Durov with facilitating terrorist activity, marking a major escalation in the country’s long-running dispute with the popular messaging platform. Officials claim Telegram failed to remove channels, bots, and chats that were allegedly used by Ukrainian intelligence agencies and extremist groups to organize attacks and other criminal activities.
According to Russia’s Federal Security Service (FSB), the platform was allegedly used to coordinate sabotage operations, cybercrime, and terrorism-related activities inside the country. Authorities have also announced plans to place Durov on an international wanted list as part of the ongoing investigation.
FSB Alleges Recruitment Through Telegram Bots
The FSB claims that one of Telegram’s chatbot services was exploited by individuals posing as women to recruit young Russians into carrying out acts of sabotage. Investigators say dozens of suspects, many between the ages of 12 and 22, have been detained over the past year in connection with these alleged activities.
Russian officials argue that Telegram repeatedly failed to remove content that violated the country’s security laws, despite multiple warnings from regulators. The allegations form part of Moscow’s broader effort to tighten oversight of online communication platforms.
Durov Rejects Allegations as Pressure Mounts
Pavel Durov, who is based in Dubai and holds French and Emirati citizenship, has consistently denied accusations that Telegram knowingly supports criminal or terrorist activity. The company has previously stated that it complies with legal obligations where appropriate while maintaining its commitment to user privacy and freedom of communication.
The latest charges further deepen tensions between Russian authorities and Telegram, a platform that remains widely used despite regulatory restrictions. It remains unclear how Russia’s planned international search for Durov will proceed or what legal impact it may have outside the country.
