Oregon Suspect Receives 20-Year Prison Sentence
A 43-year-old Oregon man with a lengthy criminal history has been sentenced to 20 years behind bars after pleading guilty to firing shots at police officers during a traffic stop in Milwaukie.
The man, identified as Loony John Franklin Kolb Toon, admitted to several serious charges connected to the incident, including attempted assault with a firearm, unlawful firearm offenses, and escape-related charges. The case attracted attention due to both the severity of the crime and the defendant’s unusual name.
Shooting Happened During Traffic Stop
According to court records, the incident took place in June 2025 when officers attempted a traffic stop. Authorities said Toon opened fire while driving away from the scene, putting multiple officers and members of the public at risk.
After the shooting, he abandoned his vehicle and fled on foot through a nearby golf course. Law enforcement agencies launched a search operation, and Toon managed to avoid capture for several days before being arrested in Sandy, Oregon.
Prosecutors stated that no officers were struck by the gunfire, but the incident caused property damage, including damage to a police vehicle and another civilian vehicle.
Plea Agreement Included Multiple Cases
At the time of the shooting, Toon was reportedly serving probation related to a previous attempted kidnapping case. Investigators also found that he faced additional criminal matters in several Oregon counties.
As part of a broader plea agreement, he admitted guilt to charges connected to the police shooting as well as outstanding cases from multiple jurisdictions. The agreement resulted in a single 20-year prison sentence, with the penalties running concurrently.
Court officials also ordered Toon to pay restitution for damages caused during the incident.
Extensive Criminal Record Cited by Prosecutors
Prosecutors highlighted Toon’s extensive criminal background during sentencing, noting dozens of prior convictions, including numerous felony offenses.
Officials described his actions during the traffic stop as extremely dangerous, arguing that his decision to fire at law enforcement officers created a serious threat to public safety. The court ultimately handed down the 20-year sentence following his guilty plea.
