An 18-year-old man from St. Helens, Oregon, has been arrested and charged after authorities uncovered an alleged plot to assassinate U.S. Immigration and Customs Enforcement (ICE) agents in Portland. Prosecutors state that Rayden Tanner Coleman intended to decapitate federal agents and use their severed heads as trophies to recruit followers for a separatist movement.
Coleman was taken into custody on February 4, 2026, following a high-risk traffic stop in St. Helens. The investigation began after a concerned parent of one of Coleman’s roommates contacted law enforcement to report the teenager’s violent statements. According to a probable cause affidavit, Coleman had devised a detailed plan to stalk ICE agents leaving their facility on Macadam Avenue, follow them to their homes, and execute them.
Court documents allege that Coleman’s ultimate goal was to establish a new nation within the Warm Springs area of Oregon, which he referred to as the “Cascadia Rangers Coalition.” He reportedly believed that acquiring “trophies” in the form of severed heads would grant him the notoriety needed to recruit others to his cause and instigate a civil war.
During the arrest, officers searched Coleman’s Ford Fusion and discovered a cache of tactical equipment. The inventory included military-style knives, tactical axes, shovels, night-vision goggles, and camouflage clothing. Police also found glass bottles filled with sand and other materials consistent with the manufacture of Molotov cocktails. Coleman allegedly admitted to investigators that he had been making payments toward an AR-15 rifle, which he planned to pick up shortly before his arrest.
While being interviewed by police, Coleman reportedly admitted to plotting the attacks and discussing beheadings, though he claimed some comments were made out of anger rather than genuine intent. However, prosecutors highlighted that he had already begun conducting surveillance and acquiring the necessary weaponry.
Coleman is currently being held at the Columbia County Jail. He faces multiple charges, including 12 counts of unlawful possession of a destructive device and one count of attempting to commit a Class B felony. His bail has been set at $400,000. The case remains under investigation as federal and local authorities examine the extent of the planning involved in the “Cascadia Rangers” plot.
