Texas Attorney General Launches Investigation Into Alleged “Sharia City” Development in Kaufman County
AUSTIN, Texas — Texas Attorney General Ken Paxton has officially announced a legal investigation into a land development project in Kaufman County, citing concerns that the site could become a “sharia city” operating outside of Texas law.
The announcement, made on Monday, February 9, follows reports regarding a large-scale real estate acquisition by a U.S. subsidiary of the Dubai-based development firm, SEE Holding, in partnership with Kaufman Solar LLC. The investigation seeks to determine if the development violates state laws or discriminates against non-Muslim residents.
“There will be no ‘sharia city’ in Texas under my watch,” Paxton stated in a press release. “While you’re on American soil, you will obey America’s laws. I have launched this investigation to determine the nature of this development in Kaufman County and will be thoroughly investigating this matter for any unlawful actions.”
According to the Office of the Attorney General, the investigation was prompted by public concern and reporting that suggested the proposed development—often referred to in planning stages as a “sustainable city”—could be intended to house as many as 20,000 foreign nationals. Critics and local residents have expressed fears that the enclave might operate as a self-governing district or restrict residency based on religious adherence.
As part of the inquiry, Paxton’s office has issued Requests to Examine (RTEs) to both SEE Holding and Kaufman Solar LLC. These legal demands require the companies to turn over documents related to their land acquisitions, internal communications, and any correspondence with local school, city, and county officials.
The proposed development reportedly encompasses approximately 2,300 acres near Kaufman, Texas. While developers have pitched the project as an eco-friendly “Sustainable City” designed to minimize carbon footprints, the involvement of foreign investment and the scale of the project have drawn intense scrutiny from state leadership.
Kaufman County Judge Jakie Allen previously noted that developers had agreed to return with a full set of plans to address resident questions. However, the Attorney General’s intervention escalates the scrutiny from a local zoning issue to a state-level legal investigation.
This move by Paxton parallels previous actions taken against other developments in the region, including the scrutiny of the “EPIC City” project in Collin County. Texas leadership has maintained a strict stance against any “enclaves” that might attempt to bypass state or federal jurisprudence.
“Many Texans are concerned that this could be an illegal development designed to be a ‘sharia city,'” Paxton added. “Attorney General Paxton is committed to stopping any illegal development that violates our laws, harms Texas, and undermines our values.”
The investigation remains ongoing, and the companies involved have not yet issued a public response regarding the Requests to Examine.
