Truck driver Anthony Moore was traveling through the area when he noticed a woman running frantically along the roadway with her hands restrained behind her back. According to witnesses, the driver of a nearby vehicle repeatedly attempted to strike her as she zigzagged across the road trying to avoid being hit.
The woman eventually reached Moore’s truck and begged for assistance. Another bystander contacted 911 while witnesses worked together to remove her handcuffs and keep her safe until law enforcement arrived.
