Over 1,200 Dead in Haiti Drone Campaign Against Gangs

A new human rights investigation has revealed that explosive drone operations used in Haiti’s fight against powerful criminal gangs have resulted in more than 1,200 deaths over the past year. Among those killed were at least 60 civilians, including several children, raising growing concern about the impact of these operations on innocent residents.

The drone strikes were carried out during anti-gang missions primarily in the capital, Port-au-Prince, where armed groups control large areas of the city. The attacks reportedly began in early 2025 and continued through early 2026 as authorities attempted to weaken heavily armed criminal organizations dominating the region.

Human rights organizations warn that while the operations target gang members, the tactics used in densely populated neighborhoods have led to civilian casualties and widespread fear among residents.


Explosive Drones Used in Urban Security Operations

The security campaign relies on small quadcopter drones equipped with explosives to target suspected gang members. These devices are capable of navigating through crowded urban areas, allowing operators to track individuals using live video feeds before launching strikes.

According to investigators, at least 1,243 people were killed and hundreds more injured during drone operations conducted between March 2025 and January 2026. Among the victims were dozens of civilians who were not believed to have any connection to criminal groups.

The number of drone missions also increased significantly in recent months, with reports indicating that the frequency of attacks nearly doubled during the final months of 2025.


Civilian Casualties and Fear Among Residents

Local communities say the strikes have created an atmosphere of constant fear. Witnesses described drones flying above neighborhoods and attacking suspected targets in crowded areas where civilians live and work.

In some incidents, civilians were killed while carrying out daily activities, including selling goods on the street or staying inside their homes. Children were also among the victims in several attacks linked to anti-gang operations.

Human rights advocates are calling for stronger safeguards and independent investigations into the use of drone warfare. They warn that without proper oversight, such tactics could lead to unlawful killings and further instability in a country already struggling with widespread gang violence and political turmoil.


Ongoing Security Crisis in Haiti

Haiti remains in the grip of a severe security crisis as armed gangs expand their influence across the capital and surrounding areas. Thousands of people have been killed in gang-related violence in recent years, and more than a million residents have been displaced from their homes.

International partners have supported Haiti’s efforts to restore order, but critics say that the increasing use of drones in populated areas highlights the urgent need for stronger oversight and better protection for civilians.
