On February 3, U.S. Immigration and Customs Enforcement (ICE) officials announced the arrest of Bekzhan Beishekeev, a 30-year-old truck driver from Philadelphia, in connection with a catastrophic collision in Indiana that claimed four lives. The incident occurred on State Road 67 in Jay County, where authorities report Beishekeev failed to slow down for traffic, swerving his commercial vehicle into the oncoming lane and colliding head-on with a passenger van.
The crash resulted in the deaths of four members of the local Amish community. The Jay County Coroner’s Office identified the victims as Henry Eicher, 50, his two sons Menno Eicher, 25, and Paul Eicher, 19, and a family friend, Simon Girod, 23. A fifth passenger in the van, the driver Donald Stipp, was airlifted to a hospital in critical condition. Beishekeev was not injured in the collision.
Following the crash, Beishekeev was taken into custody on a bench warrant that authorities later confirmed was an ICE detainer. According to Department of Homeland Security records surfaced during the investigation, Beishekeev is a national of Kyrgyzstan who entered the United States in December 2023 through the CBP One mobile application, a program allowing non-citizens to schedule appointments at ports of entry. He was subsequently paroled into the country.
While ICE has labeled the suspect a “criminal illegal alien” in their public statements, legal experts note that individuals paroled into the U.S. via the CBP One app typically have a temporary lawful status pending further immigration proceedings. However, the issuance of an ICE detainer indicates federal authorities are now seeking to take him into custody for potential removal proceedings. It remains unclear if the “criminal” designation refers solely to the potential charges arising from this crash or prior offenses, as specific criminal charges related to the accident, such as reckless homicide, are pending the completion of the Indiana State Police reconstruction report.
The incident has reignited discussions regarding commercial trucking regulations and the vetting processes for foreign drivers obtaining Commercial Driver’s Licenses (CDLs). Industry stakeholders have raised concerns that some drivers may be obtaining licenses without meeting stringent English proficiency or safety standards required by federal law. Conversely, advocates for immigrant labor argue that individual accidents should not be used to generalize the safety records of foreign-born drivers, emphasizing that the investigation into mechanical failure or road conditions must be concluded before assigning sole liability. Beishekeev remains in custody as the investigation continues.
