Louisiana Fugitive Wanted for Felony Incest with a Minor Arrested at Laredo Port of Entry While Attempting to Flee to Mexico
LAREDO, Texas – U.S. Customs and Border Protection (CBP) officers at the Laredo Port of Entry successfully intercepted a 60-year-old man identified as Francisco Servin, who was attempting to exit the United States and cross into Mexico. Servin was apprehended after officers discovered he was the subject of an outstanding felony warrant issued in Louisiana.
The arrest occurred as CBP officers were conducting outbound enforcement inspections, a procedure designed to screen travelers and cargo departing the United States. During the inspection, officers identified Servin and referred him for a secondary examination. Through the use of biometric verification and federal law enforcement databases, specifically the National Crime Information Center (NCIC), authorities confirmed his identity and the active status of the warrant.
According to official reports, the warrant originates from a Louisiana jurisdiction and dates back to 2021. Servin is charged with incest involving a minor, a severe felony offense. Following the confirmation of the warrant, Servin was taken into custody by CBP officers and subsequently turned over to the Webb County Sheriff’s Office. He is currently being held awaiting extradition proceedings to return him to Louisiana to face the charges.
While the charges against Servin are grave, the legal system maintains the presumption of innocence. An arrest warrant represents an accusation by law enforcement and does not constitute proof of guilt. Servin is entitled to legal counsel and due process, and his guilt or innocence will be determined in a court of law. At this stage, it is unclear if Servin has retained legal representation or if he intends to contest the extradition to Louisiana.
This apprehension highlights the often-overlooked role of CBP in outbound enforcement. While border security is frequently associated with preventing illegal entry, the agency plays a critical role in intercepting fugitives, stolen property, and unreported currency attempting to leave the country. The Laredo Port of Entry remains one of the busiest land border crossings in the United States, serving as a critical checkpoint for federal authorities to prevent individuals seeking to evade U.S. justice by fleeing across the border.
