Federal authorities have confirmed the arrest of Ramos Ciprian Gutierrez, a Guatemalan national convicted of aggravated sexual assault and indecency with a child in Dallam County, Texas. The Department of Homeland Security identified Gutierrez as being unlawfully present in the United States and highlighted his apprehension as part of a targeted enforcement operation conducted by U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO).
Dallam County, situated in the extreme northwest corner of the Texas Panhandle, has been the site of recent cooperation between local law enforcement and federal immigration authorities. Under Texas state law, aggravated sexual assault is a first-degree felony carrying substantial prison terms, particularly when involving minors.
