Federal prosecutors have unsealed an indictment charging a former U.S. Navy sailor alongside four others for allegedly orchestrating a disturbing online extortion enterprise. The accused — operating under a group name — are accused of recruiting minors through social-media platforms and gaming chat rooms, forcing them to produce child pornography and coercing them into extreme acts of self-harm and abuse on live video streams. The disturbing operation reportedly preyed on children as young as 11.

Authorities contend this extortion ring laid the foundation for a larger, global extremist network that law enforcement now labels “modern-day terrorism.” The network reportedly encouraged sadistic and violent torment of teen victims, including promoting self-harm and psychological abuse for members’ “entertainment.”


Who’s Behind the Allegations

The indictment lists five individuals — including the former Navy petty officer — who are facing multiple federal charges. The charges range from participation in a child-exploitation enterprise, creation of child pornography, to threatening and coercing victims across state lines. Arrests were reportedly made across several states.

Federal law enforcement has described the group’s actions as “depraved” and “monstrous.” In a public statement, prosecutors urged parents and guardians to have open, ongoing conversations with their children about the grave dangers of talking to strangers or unknown individuals online.


From Extortion Ring to Extremist Network

Investigators say the indicted group — originally known under one name — evolved into or heavily influenced a global extremist collective. This broader network has inspired offshoots worldwide and uses coded language and alternate identities to avoid detection, making monitoring and takedown efforts challenging.

According to court documents, the ideology promoted by the network goes beyond exploitation or extortion: it includes desensitization to violence, encouragement of self-harm among minors, and indoctrination with extremist propaganda. Law enforcement agencies warn that such online networks pose a severe threat to vulnerable youth everywhere.
