Syrian security forces have arrested former Assad-era security officer Musab Abu Rakba in the southern province of Daraa, weeks after an Austrian court sentenced him to eight years in prison for crimes involving the torture and mistreatment of detainees.
Abu Rakba, a former lieutenant colonel who served in Syria’s security apparatus, had returned to Syria after leaving Austria, where he had been living since seeking asylum. His arrest marks another step in efforts to hold former officials of Bashar al-Assad’s government accountable for alleged abuses committed during the Syrian uprising and subsequent civil war.
Former Officer Returned to Syria After Austrian Conviction
Abu Rakba was detained in his hometown of Nawa in Daraa after Syrian authorities issued an arrest order following his return from Austria. Security officials reportedly took him into custody after he contacted government authorities.
The Austrian Regional Criminal Court in Vienna sentenced Abu Rakba and former intelligence official Khaled al-Halabi to eight years in prison in July. The court found both men guilty of offenses linked to the abuse of detainees in Raqqa between 2011 and 2013.
The charges included torture, serious bodily harm and coercion. The case was pursued under Austria’s principle of universal jurisdiction, which allows courts to prosecute certain serious international crimes even when they were committed outside the country.
Allegations Linked to Detention and Torture in Raqqa
Abu Rakba served as a senior police official in Raqqa during the early years of Syria’s uprising. Prosecutors in Austria alleged that he was involved in abuses against people detained by the security services.
The Vienna proceedings included testimony from former detainees and other witnesses who described mistreatment inside detention facilities. The court ultimately imposed an eight-year sentence on both Abu Rakba and al-Halabi.
The case was among several European legal proceedings involving former Syrian officials accused of serious human rights violations during the Assad era.
Arrest Adds to Syria’s Transitional Justice Efforts
The detention of Abu Rakba comes as Syria’s transitional authorities intensify efforts to investigate and prosecute individuals associated with the former government.
Syria has recently pursued legal cases against senior figures from the Assad era, including proceedings involving former President Bashar al-Assad and other prominent officials. Several former security and military figures have also been arrested since the collapse of Assad’s government in late 2024.
Abu Rakba’s arrest could become another significant case in Syria’s broader transitional justice process, particularly because his conviction in Austria was connected to alleged abuses committed during the early stages of the country’s conflict.
