Federal Child Care Funding to Minnesota Suspended After Fraud Claims

In a controversial move at the end of 2025, the U.S. Department of Health and Human Services (HHS) announced it is freezing all federal child care subsidies to the state of Minnesota until the state demonstrates that funds are being used appropriately. The freeze affects roughly $185 million in annual child care support that helps low-income families access early childhood care services.

HHS Deputy Secretary Jim O’Neill said the decision comes amid ongoing fraud concerns involving multiple state programs, including allegations linked to daycare providers. Federal officials say these measures are necessary to stop what they describe as widespread misuse of taxpayer funding.


Audit Demands and New Verification Requirements

Officials are demanding a comprehensive audit of Minnesota’s child care providers, requiring detailed records such as attendance logs, licensing documentation, inspection reports and complaints history before any payments can resume. In addition, the Administration for Children and Families has rolled out stricter documentation rules nationwide, meaning states must submit proof — including receipts or photos — to secure federal reimbursements.

HHS has also launched a fraud-reporting hotline and tips email to encourage public reporting of suspected abuse of funds, signaling a broader push for accountability across all states receiving child care support.


State Pushback and Political Clash

Minnesota Governor Tim Walz strongly criticized the freeze, claiming the state has already been working to crack down on fraud and that the administration’s actions are politically motivated. Walz labeled the federal move an attempt to undermine programs that benefit working families and vowed to demonstrate legitimate use of funds.

The controversy has also drawn attention to the role of viral social media content — including a widely viewed online video alleging fraud at several Minneapolis day care centers — which federal officials cited as part of their concern. However, many community leaders and advocates have questioned the accuracy and context of these allegations.


Potential Impact on Families and Providers

Child care advocates warn that the funding freeze could disrupt access to early learning and care for thousands of Minnesota families if payments remain suspended for an extended period. Providers and parents alike are awaiting clarity on how and when federal support might be reinstated once audits and documentation reviews are complete.
