Federal Crackdown Seizes Local Officials in Jalisco
Mexican law enforcement has arrested Diego Rivera Navarro, the mayor of Tequila in the state of Jalisco, accusing him of leading an extensive corruption and extortion network that targeted distilleries and other businesses. The operation, conducted by multiple federal agencies, also saw the detention of three high-ranking municipal officials on suspicion of abuse of power and illicit ties to organized crime.
Authorities allege the scheme involved imposing illegal charges, extortionate fines and inflated property taxes on local firms, including significant penalties levied against one of the country’s biggest tequila producers. Complaints from at least ten companies triggered the federal response.
Distillers Targeted with Excessive Levies and Permitting Blocks
Investigators say Rivera’s administration demanded millions of pesos in unlawful fines — reportedly up to 20 times the legally allowable rate — while also withholding permits and threatening to shut down key production facilities. These tactics reportedly placed intense pressure on major spirits producers operating in the region, forcing some to file formal complaints with higher authorities.
Officials further contend that the group diverted public funds for personal use and maintained connections with one of Mexico’s most powerful criminal organizations, the Jalisco New Generation Cartel (CJNG), though those allegations remain under investigation.
Part of Broader Anti-Graft Operation
The arrests are part of a nationwide anti-extortion and corruption initiative aimed at cleaning up municipal governments believed to be complicit with criminal networks. Federal authorities coordinated the raid as complaints mounted over predatory governance in communities like Tequila, a town globally known for its agave spirit heritage and tourism.
Rivera Navarro’s political party has called for due process, even as authorities continue their probe into the alleged racketeering ring. The move highlights ongoing challenges Mexico faces in balancing local administration autonomy with cracking down on corruption and cartel influence within its borders.
