Russia Launches High-Profile Fraud Investigation

Russian law enforcement has detained billionaire businessman Valery Kustov, along with several senior executives from his company, Efko, in connection with an alleged large-scale fraud investigation involving drone technology.

Authorities also confirmed the detention of Alla Polovchenya, the deputy head of the Trade and Industry Ministry’s department responsible for unmanned systems and robotics. The investigation has attracted significant attention due to its connection with Russia’s growing drone manufacturing sector and the involvement of senior business and government officials.

Allegations Focus on Drone Procurement

According to reports, investigators suspect that Efko officials acquired drones from China and allegedly presented them as the company’s own domestically developed technology. The allegations form the core of the ongoing fraud case.

Efko’s Growing Role in Russia’s Drone Industry

Efko is widely recognized as one of Russia’s leading sunflower oil producers, but in recent years it has expanded into unmanned aerial vehicle (UAV) development through its Future Transport division.

The company has operated drone research and manufacturing facilities in the Belgorod region and the city of Tolyatti since entering the sector in 2021. Russia has significantly increased investment in domestic drone production as unmanned aircraft continue to play a central role in the country’s military strategy.
